Art. 1 - The Sporting Club Centro Giovani Calciatori of Viareggio in colaboration with the following organizations, provincial, government and municipal departments have organised the 57th world jouth football tournament "Coppa Carnevale 2005".

Art. 2 - This event, which aims to promote young football players, will take place at "Stadio dei Pini Torquato Bresciani" in Viareggio and at other football grounds chosen by the organizing committee. The organizing committee reserves the right to schedule night time matches.

Art. 3 - The tournament is by invitation and reserved to 40 Italian and foreign teams. Clubs belonging to foreign football leagues can take part in the tournament on condition that the F.I.G.C. receives written permission from the respective leagues.

Art. 4 - The participating players birthdates must be between the 1st of January 1985 and the 31st of December 1989. Each team is permitted to field two players whos birthdate do comply with the age limits, provided they were born in 1984 and are presently registered members of the participating club team. The football players of the foreign teams must hold a a current membership card for their respective league/clubs. All players will show to the referee a current membership card issue by the respective leagues for the current season or a declaration by the respective leagues showing that the players hold a membership card. Proof of the players identify must accompany these documents.

Art. 5 - The teams attending the tournament can borrow up to 3 football players belonging to the clubs taking part in the tournament, or 2 football players belonging to the clubs taking part in the tournament, but lent to other clubs and borrow 1 football player belonging to a different club provided he was born between the 1st of January 1986 and the 31st of December 1989.
These loans are fixed, and not interchangeable, and must be used throughout the tournament. The list of football players, complete with respectives permits, in triplicate must be handed to the technical-disciplinary tournament committee, before the start of the tournament itself. THE TEAMS HAVE ALSO TO GIVE THE LISTOF THE PARTICIPATING PLAYERS TO THE TECNICAL DIRECTOR WITHIN JANUARY 24.2004 AT 12 O’CLOCK, which must not exceed the number of 22, including eventual loans, the coach and the physiotherapist.
The list must include for each palyer: surname, name, date of birth, membership number released by the relevent federation and the jersey number (which must be kept throughout the tournament).

Art. 6 - The tournament will take place as follows:

a) FIRST ROUND

1) The 40 teams will be divided in 10 sub-groups (I. II, III, IV, V, VI, VII, VIII, IX, X) made up by 4 teams each. The selection of sub-groups will be made by the organized body, whose decision are final and cannot be appealed.

2) The ten sub-groups will be divided into groups A and B. Group A consisting of sub-groups I, II, III, IV, V and group B consisting of sub-groups VI, VII, VIII, IX, X. The teams will play eachother in a one off match of 90 minutes. Points awarded for matchwins is three points and draws is one point. Qualification for the second roundis as the follows:
Sub-groups winners and the best three second place finishers will proceed to the second round. Teams ending with the same amount of points will be judged on goal difference , if points are still equal, the teams with the most goals scored, will qualify for the second round .
In case of further tied score, the host club in the presence of the technical commitee and the interested team representatives will go into a draw.

b) SECOND ROUND

After having classified the two groups A and B, we proceed to the next round forming the groups 1 and 2.
The top four sub-group winners of group A and the fifth sub-group winner and the top three second place finishers of group B will make up Group 1.
The fifth sub-group winner and the top three second place finishers of group A and the top four sub-group winners of group B will make up group 2. The draws will be made as per article 2 of the first round. After the drawing the teams will meet eachother in a single match with direct elimination. In case of a tied score at the end of the two regular half times, the winner will be decided through penalty kicks, in conformity with the article 7 of the I.F.A.B. Football Games Rules.

c) QUARTER FINALS

The eight winning teams, four from group 1 and four from group 2, will proceed to the Quarter Finals. The quarter finals draw is determined as per the article 2 of the first round, i.e.: 1st place will play 3rd place and 2nd place will play 4th place of Group 1 making up quarter final matches 1 and 2. Group 2 is as above making up quarter final matches 3 and 4. Matches being one off and direct elimination.
In case of a tied score after the regular half times, two extra time halves of 15 minutes each will played with the "Silver goal" rule applying. If during extratime no goal will be scored, the games will proceed with penalty kicks, in conformity with the article 7 of the I.F.A.B. Football Game Rules.

d) SEMIFINALS

The winning team of quarters finals 1 and 2 and the winning teams of quarter finals 3 and 4 proceed to semifinals. Draws being determined as per quarter final rules.

e) FINALS
The winning teams will proceed to the final; the losers will play eachother for 3rd and 4th place, in case of a tie after regular time, the game will proceed on to penalty kicks. For the final, in case of tie extratime of two 15 minute halves each, without the “Silver goal” rule, will apply. The match will be replayed on February 09. 2005. If in the event, after extratime (without the "Silver goall" rule) a tie should result, penalty kick will apply as per previous round rules.

Art. 7 - The substitution of 3 players is allowed in any time during the match , including extratime (but excluding penalty kicks), these players are to be chosen from a list of 7. A list must be given to the referee before the game begins.

Art. 8 - All the teams must be present in Viareggio, at the disposal of the organizers within 11 a.m. on the 24th of January 2005. The teams eliminated will be freed of obligations the next morning . The 4 winning teams will stay in Viareggio, for the entire tournament, wich means until the morning of February the 07th 2005. Only the 1st and the 2nd place finalists, in the case the rematch on February the 09th 2005 (see article 6 paragraph E) will stay in until February the 10th 2005.

Art. 9 - The logistic organization of the Tournament will be supervised by a committee formed by the sporting club "Centro Giovani Calciatori Viareggio". A commission in charge of the technical - disciplinary aspect of the tournament will be composed in the following way:
- one representative of the federal presidency;
- the President of the Tuscan regional committee L.N.D. (or a delegate);
- the President of the Tuscan Region Scholastic Juvenile Sector (or a representative);
- the representative of the A.I.A.;
- the Added Sprt Judge of a National Professional League. - N.G.C.;
The above-mentioned Commission will be responsible for:
- examining match reports and deliberating on technical and disciplinary measures on the basis of what is stipulated in these regulations, and when there is no provision, on the basis of the N.O.I.F., the Code of Sporting Justice and any other federal norms in force, as far as they are applicable. All deliberations effected by the above-mentioned Commission will be subject of an official communication which will be distributed by the sporting Club C.G.C. without distinction to all the participating clubs on the day on which it is issued. Those directly involved and the Sporting Club C.G.C. will be informed by telegram or fax of the measures decided as soon as they have been issued. In all cases however, the official notice will be posted on the notice-board at the organising committee's office, with consideration of the brevity of the tournament, the technical disciplinary measures (whose application is limited to the field and duration of the tournament), are not open to appeal. Disciplinary infringements committed by players belonging to eliminated clubs, upon submission by the same, will be devolved to the judges of the relevent disciplinary committees.

Art. 10 - The preliminary round draw will be effected by the S.C. Centro Giovani Calciatori (Host Club) in the presence of a representative of the National Professionals League, a representative of the N.G.C., in the Viareggio municipal assembly-room, at a public meeting. The results of the draw will be communicated to the participating societies. The localities where matches are to be held, on playing fields used for amateur and professionals matches, will be selected by the S.C. Centro Giovani Calciatori, after having accertained, together with the National Professionals League, that each ground is in suitable playingcondition.

Art. 11 - The selection of participating teams in the tournament is at the discretion on the S.C. Centro Giovani Calciatori.

Art. 12 - The participating teams are to arrive punctually at the ground, in conformity with the arranged times, unless as a result of circumstances beyond their control. Teams that fail to arrive on the ground within 15 minutes after the time arranged for the start of the match will be declared to have renounced and will be eliminated from the tournament. Teams which fail to take part in any of the tournament matches will be eliminated and will also be required to pay the penalty of EURO 3.000,00 before their departure from Viareggio, or recourse will be made to relevent Federations. The team will cancel their participation to the tournament later than 20 days prior to its comencement will be required to pay a penality of minimum EURO 5.250,00 within 30 days of the cancellation excluding any further claims made for damage/losses incurred by the host clubs, as well as loosing their total entry fee.

Art. 13 - Without influencing the validity of the norms and regulations in force, considering the brevity of the tournament , it is hereby explicity stated that complaints or protests regarding matches played and/or registered members ar to be presented to the referee within 30 minutes following the conclusion of the match. Protests are also to be presented in duplicate, together with a fee of EURO 300,00 to the tournament Technical Disciplinary Commission by 8.00 p.m. on the day in which the match was held. Should the protest not be upheld, the above-mentioned sum will be retained by the Organizing Committee. The duplicate copies of the protest are to be accompained by the receipt for hand-delivered registered post, signed by the opposing club, the protesting club is to notify the Tournament Commission by 8.00 p.m. on the day on which the match was held, so that the protest and motivies for the same can be made official, and posted on the notice-board in the offices of the organizing Committee. The Official Escort is to have power of attorney granted by the President of the Club, to represent the same for the duration of the Tournament for any relative circumstances which might arise.

Art. 14 - The participating clubs are required to present their adherence to the 2005 world Tournament accompanied by the registration fee of EURO 5.250,00 on or before 15 November 2004.

Art. 15 - In the case of injury to registered members, the Italian Clubs involved are to present timely report of the same in conformity with the provisions of the relavant sporting regulations. Foreign clubs are to provide for the insurance of their own players against risks and possible injury. In any case the organizing committee declines all responsability for possible injuries to person or to property.

Art. 16 - Change of teams jersey/colours: Whenever there is similarity in the colours of teams jersey/colours, the latter-named club in the calendar of events is to provide for the replacement of the same.

Art. 17 - For whatever is not specifically covered by the present Regulations, the F.I.G.C. norms in force will apply, whenever suitable.

Art. 18 - The Tournament will be directed by the rules of the I.F.A.B. last edition.
